Labour Minister: States to make their own Labour Code Rules

Labour Minister Bhupender Yadav, on December 16, informed the Parliament that the Labour Ministry is urging each State to frame its own rules under all 4 labour codes i.e. on wages, industrial relations, social security, and occupation safety, health and working conditions. Although he did not specify the implementation timeline of the codes.

Bhupender Yadav also said that Labour forms a part of the Concurrent List. Therefore, rules need to be made by both Centre as well as the State.

The Central Government and some of the States/ Union Territories have pre-published rules under the 4 Labour codes.

The Minister informed that 24 States/Union Territories had pre-published the draft rules under Code on Wages, 20 did under the Industrial Relations Code, 18 under the Code on Social Security, and 13 under the Occupational Safety Code.
