The High Court of Andhra Pradesh made some serious observations upon the functioning of the States’ bureaucrats.
While hearing a petition of contempt upon the failure of the implementation of the orders given by the High Court, the court stated that 90% of Andhra Pradesh officials seem to be under the impression of being above the confinement of the law and that they didn’t need to implement courts’ orders.
The court had issued non-bailable warrants (NBWs) against the persons of Mr. Rammohan Rao, the executive officer of Kandukuri Rajyalakshmi College for Women (KRCW), Mr. Arjun Rao, the endowments commissioner, Mr. MM Naik, the special commissioner for college education, and Mr. David Kumar, the regional joint director of college education for failing in their implementation of the court’s orders.
Mr. RV Papa Rao, an attendee who worked under the KRCW institution, was the one to move the HC in 2017 while seeking directions to implement an order from the SC with regards to salary payment as per the time scale.
In 2018, the HC had allowed for the petition and had given directions to the officials who were concerned to make their salary payments in accordance with the order from the Apex Court.
Since the order from the High Court wasn’t implemented, Mr. Rao moved the court for a contempt petition. Earlier, notices were issued to these officials to make their personal appearances before the court by the HC.
However, they did not present themselves in front of the court despite receiving their notices. Hearing the contempt petition on the 27th, the Andhra Pradesh High Court’s Justice Battu Devanand observed seriously upon this issue that “it seems the officials in the state are thinking that they are above the law and do not need to follow court orders.”
