On Wednesday, the Uttarakhand High Court appointed a Two-Members Committee comprised of Deputy Inspector General of Police Nilesh Anand Bharne and Kumaon Commissioner Deepak Rawat to investigate allegations of ragging against 27 MBBS students at the Government Medical College in Haldwani.

A Division Bench of acting Chief Justice Sanjay Kumar Mishra and Justice RC Khulbe also directed Police to file a Criminal case after the investigation was completed within two weeks.

The case’s next hearing has been scheduled for March 23.  The incident after a video of first-year college students walking around campus with their hands tied and heads shaved went viral on Social Media.

“The Brutal, Barbaric Taliban-type ragging will have a far-reaching effect not only on the minds of the Students but also on their Hearts and Souls”, said Haridwar resident Sachidanand Dabral in his Petition.

It went on to say that students who had been subjected to “Ragging” might take drastic measures if “The College Administration lets the Perpetrators off the hook.”

The Petitioner named the Centre, the National Medical Commission, the University Grants Commission, the Sushila Tiwari Government Medical College, and the Uttarakhand government as respondents, as well as the SSP and DM of Nainital.

Students told the College’s Anti-Ragging Cell that they had their heads tonsured due to ‘Dandruff, Skin Allergy, and Psoriasis’ not because seniors pressured them to do so.

The College Administration has insisted that no ragging complaints have been received.
