Bihar State Legal Services Authority Introduces SITARA Scheme for Transgender Persons’ Welfare

Justice Chakradhari Sharan Singh, JAD-1, Patna High Court-cum-Executive Chairman of the Bihar State Legal Services Authority (BSLSA), spearheaded the unveiling of the “Scheme for Integration of Transgender Persons and their Rehabilitation and providing Access to Justice), 2023” (SITARA, 2023).

This groundbreaking initiative marks a significant step towards addressing the challenges faced by transgender individuals.

The primary objective of the scheme is to ensure the effective implementation of the Transgender Person (Protection of Rights) Act, 2019, and Transgender Person (Protection of Rights) Rules, 2020.

Justice Singh, during the launch ceremony attended by members of the transgender community, BSLSA officers, and staff both in physical and online modes, emphasized the core principles of Integration, Rehabilitation, and Access to Justice for the transgender community.

Under Justice Singh’s leadership, a recent meeting with various state government departments discussed crucial issues related to the identification, skill development, and housing of transgender persons. This reflects a comprehensive approach to addressing the multifaceted challenges faced by the transgender community.

Ms. Dhriti Jasleen Sharma, Joint Secretary and In-Charge Member Secretary of BSLSA, provided an insightful overview of the SITARA Scheme and its implementation, highlighting the manifold benefits it offers for the welfare of transgender individuals. Ms. Neha Niharika, Assistant Registrar, BSLSA, presented the program and extended a warm welcome to all stakeholders involved.

During the event, Ms. Reshma Prasad, a member of the National Council for Transgender Persons and founder of the NGO Dostana Safar, along with other transgender community members, shared their perspectives and grievances. The positive impact of the SITARA Scheme was underscored, representing a beacon of hope and progress, especially during the festival of Diwali.

Additionally, the Bihar State Legal Services Authority, under an amendment in 2017, officially recognizes transgender persons as eligible for Free Legal Aid under Clause 19 of Bihar State Legal Services Authority Regulations, 1998.

This move reinforces the commitment of the authority to uphold the rights and justice for the transgender community, marking a positive stride towards inclusivity and equality.
