The Authorities have granted sanction to the construction of new Jammu and Kashmir High Court for Kashmir Division at Rakhi Gund Aksha in City suburbs at Bemina at an estimated cost of 908.2 Crores.

The Government Order was authenticated by Achal Sethi, Secretary to Government, Department of Law and Parliamentary Affairs.

The approval was however subject to fulfillment of certain conditions. The Order stated that the proposal must be strictly devised and designed as per relevant I.S. Code and Specifications of PWD/CPWD and the same must be authenticated and proof checked by the concerned authorities.

While designing, the latest HFL has to be taken in consideration for flood prone locations and the structure is to be made resistant to earthquake.

The electrical, mechanical and electronic components should be authenticated by the Competent Authority of the respective fields and the CPWD, NBC and L.S. standards are to be duly complied with.

The CPWD Plinth Area Rate Schedule 2020 specifications are to be followed for the type of structures proposed in the DPR for execution of the works.

The rate of items to be based on Authentic Data Book in absence of any relevant schedule or if the matter is not covered in JK-SSR. Before the invitation of tenders according to set Codal Procedures, the rate of items must be approved by Competent Authorities.

The Order further states that the e-tendering mode to be followed for fixation of award of contract for execution and fragmentation of the project.
