Rajasthan High Court: State to train Principal Magistrates in Juvenile Justice Board

The Rajasthan High Court, Jodhpur Bench, has ordered the State Government’s Child Rights Department to organize a training programme for Principal Magistrates assigned to Juvenile Justice Boards in order to familiarize them with the Juvenile Justice Act’s purpose.

Mr Govind Beniwal, a child rights activist, was also summoned by a division bench of Justice Manoj Kumar Garg and Justice Sandeep Mehta to meet with the Secretary of, Child Rights Department, to devise an action plan for efficient monitoring of the operation of Child Welfare Committees.

The event occurred as the Court was dealing with a suo moto case filed by it in response to a news report published in the ‘Dainik Bhaskar’ about the deplorable conditions in which the oral and hearing challenged children lodged in a school hostel in Jodhpur were living.

According to the news report, the government, specifically the Social Welfare Department, which is in charge of providing proper facilities for these youngsters, had failed terribly in their job to ensure the well-being of the children placed in the institution.

The State Government informed the Court during the hearing that the funds of the District Mineral Foundation Trust can be used for the welfare of women and children.

As a result, the Court issued the following order: “In this background, it is expected that the Department of Child Rights shall immediately move the concerned members be it State or District Trust for allocation of funds from the Mineral Trust Funds so that Child Care Institutions in the entire State can be upgraded.”

Furthermore, it said:  “Shri Anil Gaur, AAG representing the Child Rights Department shall ensure that a training programme is organized within the next 45 days for training and sensitization with the Juvenile Justice (Care and Protection of Children Act), 2015.” 

The case will now be heard in the first week of September.
