Kerala HC Requests Government Response to a Petition to Open College for Deaf Students

The Kerala High Court has asked the State Government to respond to a Charity Society’s Petition for permission to open an Aided Arts and Science College for Deaf Students in the Academic Year 2022-23.

The High Court granted the Society’s Petition and sent letters to the State and the Mahatma Gandhi University, requesting their positions on the Case, which also seeks Varsity Affiliation for the Aided Institution for Deaf Students.

In its Petition, the Sacred Heart Clarist Province Charitable Society stated that it operates the St. Clare Oral Higher Secondary School for the Deaf in Manikkamangalam, which has 230 Pupils.

According to the Plea, it requested for Approval and No Objection Certificate in August last year to launch an Aided Arts and Science College since it possessed the Essential Infrastructure of 5.71 Acres of land and building, including a Residential Housing facility for 100 Students.

According to the Plea, it had also Filed an Application with the Varsity requesting Affiliation for the Institution, which would provide a Degree Programme in Computer Science to 24 Students. Senior Counsel Jaju Babu, who represented the Organisation in the Case, told the Court that the State Government notified it that no new Aided Institutions will be opened in Kerala due to a Policy Decision.

The society has contended that being a College for Educating the Deaf, “there is no Justification for the Government or the University denying Sanction and Affiliation”.

“Higher learning/college education to the Deaf is the need of the time,” it has further contended. The Plea stated.
