Kerala HC Introduces Online Pass Management System, Mandates Entry Passes for General Public

The Kerala High Court has mandated entry passes for the general public in order to strengthen security measures at the court complex. The litigants, visitors and guests can utilize Online Pass Management System of the court to acquire the passes.

Advocates who are not in robes would be required to show their ID card at the entry points for identification, whereas staff members have been instructed to wear their identity cards when entering the high court complex.

In a notice dated September 29, the high court’s Registrar General P. Krishna Kumar stated that only in the event of a suspicion regarding the identity of individuals who are dressed in the uniform of a lawyer will the identity of those individuals be verified.

“Fool-proof security in the High Court can only be guaranteed if the security personnel posted at the entry points verify or ascertain the identity of all stakeholders entering the building. Stakeholders’ failure to cooperate in this regard will be counterproductive and may result in security breaches.”

The high court administration stated that there have been several recent reports of security breaches.

“A similar incident occurred a few days ago in the High Court Building, and we were only able to prevent casualties thanks to the prompt intervention of Security personnel,” Kumar stated.

The instructions listed below have been issued:

  • When entering the High Court’s premises, all employees must prominently display their Identity Cards so that security personnel can verify their identity.
  • Additionally, they will use the biometric entry machines to record their attendance.
  • At the end points, advocates who are not dressed in robes are asked to show their ID cards for verification.
  • Only in the event that there is reason to have a suspicion regarding the identity of the person(s) who are dressed as lawyers will their identity be checked.
  • If asked to do so by security, advocate clerks must show their identity cards to enter the High Court building.
  • Visitors, litigants, members of the public, employees, and others will all require passes to gain access to the High Court building.
  • The High Court’s website will now include an online pass management system w.e.f. 31.10.2022.
  • All people accompanying stuff are expected to examine their things and get leeway from the Security Work Force at the section focuses.
