J&K Court rejects pre-arrest Bail plea of KAS officer in Corruption Case

A Jammu & Kashmir Court has rejected the pre-arrest anticipatory bail plea of KAS officer Asif Amin Chandel, BDO Changa, alleged in a corruption case.

Additional Sessions Judge Anti-Corruption Jammu, Ritesh Kumar Dubey rejected the pre-arrest bail application of Asif, stating that “There is no doubt that the prosecution needs to establish the accusations against the accused.”

Opposite to the complaint lodged in Anti-Corruption Bureau (ACB), Asif Ahmad Chandel, BDO Changa; Mansoor Ahmad, Gram Rozgar Sewak (GRS), Block Changa and, JE Arshad Amin were not releasing the final payment of the complainant against the works executed for the public under MGNREGA.

Asif was also alleged for making labor payment of said works through the Bank Account of cardholders and arrogated all the public money that was allotted by the Government for the MGNREGA works.

Earlier, the complainant approached Asif, BDO Changa with a request for release of his payment, but he was asked to pay Rs. 12,000 as a bribe for each work completed under MGNREGA. Also, GRS and JE asked him to pay Rs. 17,000 as a bribe to process his case.

The complainant had already paid Rs 10,000 to the GRS as demanded by him, but the latter still refused to perform the work until he was paid in full.

Later, the complainant approached the Police Station Central ACB, where he alleged Asif along with GRS and JE for corruption. They were constituted for an offence under Section 7 of the Prevention of Corruption Act, 1988 r/w Section 120-B, India Penal Code.
